From Survey to Delivery – A Proactive Approach to Tree Safety and Asset Management
Managing trees across thousands of residential properties presents a unique challenge for housing associations. Balancing resident safety, legal compliance, environmental responsibility and budget management requires more than simply reacting to issues as they arise.

The Challenge
Like many housing associations, whg manages a diverse tree stock spread across a large residential portfolio.
The challenges included:

Phase 1 – Comprehensive Tree Survey
The first stage of the project involved undertaking a detailed survey programme across the housing portfolio.
Using digital surveying technology, our arboricultural consultants recorded:
Tree species
Height and dimensions
Condition assessments
Structural defects
Physiological health
Site constraints
Risk factors
Management recommendations
Each tree was assigned a unique reference and incorporated into a digital asset database.
This provided whg with a complete picture of their tree stock and created a baseline for future management decisions.
Phase 2 – Risk Assessment and Prioritisation
One of the key objectives was to move beyond simple tree inspection and provide meaningful prioritisation.
Each recommendation was categorised based on risk, urgency and management need.
Works were prioritised into:

Trees presenting a significant risk requiring urgent attention.

Dead or dying trees

Storm-damaged trees

Priority 2 – Planned Work
Works required within the short to medium term to reduce future risk.

Deadwood removal
Clearance pruning

Priority 3 – Cyclical Maintenance
Longer-term management works forming part of the ongoing maintenance programme.
Examples included:
Routine inspections
Formative pruning
Asset management works
This approach allowed whg to allocate budgets effectively and focus resources where they would have the greatest impact.
Phase 3 – Development of a Tree Management Plan
Using the survey data and risk assessments, Beechwood produced a structured management plan designed to support both operational delivery and strategic decision-making.
The plan provided:
Prioritised work schedules
Budget forecasting
Risk reduction strategies
Inspection frequencies
Asset management recommendations
Long-term maintenance planning
This transformed thousands of individual tree records into a practical and deliverable programme of works.
Phase 4 – Delivery of Recommended Works
Following approval of the management plan, Beechwood's operational teams commenced delivery of the recommended arboricultural works.
